Chorley Council revises car park proposals following public feedback
Chorley Council has updated its proposed changes to local car parks following a period of public consultation and feedback from residents and your ward councillors.
Chorley Council would like to thank everyone who took the time to share their views. The council has listened carefully and are making changes to our original proposals to better reflect the needs of our communities while still ensuring we manage car park usage effectively.
Car parking in Chorley remains very affordable, and Chorley Council is committed to keeping it that way. The revised proposals strike a balance between maintaining low-cost parking and introducing modest fees to help manage demand and improve availability.
What’s changing?
Following feedback, Chorley Council has made adjustments to 3 car parks:
Hallgate and Ackhurst Lodge Car Parks
- Up to 2 hours FREE (a Time of Arrival ticket must be displayed)
- Up to 3 hours £1
- All day £3
- Annual parks permit available (allows parking at Hallgate, Ackhurst Lodge, and Yarrow Park)
Yarrow Valley Park (Birkacre) Car Park
- Up to 3 hours FREE (a Time of Arrival ticket must be displayed)
- Up to 4 hours £1
- All day £3
- Annual parks permit available (allows parking at Hallgate, Ackhurst Lodge, and Yarrow Park)
- Anglers permit available
These changes reflect the council's commitment to keeping parking accessible while introducing a small charge to help control usage, create more spaces and ensure that spaces are used fairly and are available when people need them.
We are also working with community and volunteer groups and around concessionary parking where appropriate to ensure that educational and heritage visitors are catered for.
No changes from original proposal
- Sandham Street car park - To become permit only
- Arley Street car park - Long stay rates remain (to become long stay rates in line with other Town Centre car parks).
Leader of Chorley Council, Councillor Alistair Bradley, said: "We’ve always said we would listen, and that’s exactly what we’ve done.
“These revised proposals reflect the feedback we’ve received from residents and local councillors.
“We’re keeping parking affordable while making small changes that will help ensure spaces are available when people need them.
“It’s about striking the right balance for everyone who lives, works, and visits Chorley.
“Even with these changes, Chorley’s parking rates remain among the cheapest in the North West.
“We’re proud to offer generous free parking periods and low-cost options that support local businesses, parks, and community spaces.
“These updates will help us manage demand more effectively while continuing to offer great value for money."
Chorley Council appreciates the constructive feedback received and hopes these revised proposals demonstrate the council's willingness to listen and adapt. The updated plans will now be taken forward for implementation and will come into effect from 5 November 2025.
