The Chief Executive is responsible for maintaining an up-to-date version of the Constitution, incorporating all alterations and amendments, and ensuring that it is available to councillors, staff and the public.

The Chief Executive and the Monitoring Officer are responsible for monitoring and reviewing the operation of the Constitution and may make recommendations to the Council for major amendments or revisions to it.

The Monitoring Officer has authority to make amendments to the Constitution that are required to comply with the law; reflect decisions of the Council, its committees or the Executive; to remove any inconsistency or ambiguity; or are minor in nature. Any such amendments come into force with immediate effect but must be referred to the next available Council meeting and continue to have effect only if full Council agrees. All other changes to the Constitution require the approval of full Council.

The Council shall not take any decision that requires an amendment to be made to the Constitution, unless both the Chief Executive and the Monitoring Officer have either recommended the alteration, amendment or new Constitution, or have been given an opportunity to consider and advise the Council on it.
