Any of the Procedure Rules in Part 3 may be suspended by the Council, the relevant committee or sub-committee, or the Executive in the case of any Executive Procedure Rules, but only to the extent permitted by the law and subject to any limitation or requirement provided for within the Rules themselves. Any suspension may be either generally, for the remainder of a meeting, or for one or more particular items of business.
The ruling of the Mayor as to the interpretation of the Constitution shall not be challenged at any meeting of the Council.
