Apply for a HMO licence
Before you apply for an HMO licence you will need to make sure that the property has the following certification. You will need to provide a copy at the time of application or provide the details of the certificates in the application:
- landlords gas safety certificate (less than 12 months old)
- electrical periodic inspection report (less than 5 years old) showing the installation is in a satisfactory condition
- energy performance certificate (EPC) (less than 10 years old)
- fire risk assessment
- fire alarm and emergency lighting (where appropriate) test certificate (less than 12 months old)
- portable electrical items test certificate for items supplied with the property(less than 12) months old, or declaration that the items supplied are less than 12 months old
- tenancy agreement
- written statement of how the property is to be managed including frequency of visits by the property manager and procedures for dealing/responding to repairs
- property floor plan, including room sizes and the location of the smoke/heat detection and alarms and fire doors within the property
- details of any interested parties such as co-owners, freeholders, mortgage providers or tenants with an un-expired term on a lease of 3 years or less.
Apply for a HMO licence
To apply for an HMO licence you need to download and complete an HMO Licence Application Form. Return the completed form to us by email to contact@chorley.gov.uk. Alternatively you can post the completed form to Environmental Health team, Chorley Council, Civic Offices, Union Street, Chorley. PR7 1AL.

HMO licence holder criteria
To grant you a licence, we must be satisfied that:
- the proposed licence holder and any manager of the property is a fit and proper person
- the proposed licence holder is the most appropriate person to hold the licence
- proper management standards are being applied at the property
- the HMO is reasonably suitable, or can be made suitable, for occupation by the number of tenants allowed under the licence with at least the minimum prescribed standards of amenities and facilities. These include the number, type and quality of shared bathrooms, toilets and cooking facilities.
We will use the information from your application to decide whether the landlord and the property meet the criteria .
