The council has approved a new Public Space Protection Order (PSPO) for Chorley town centre following strong public support from residents, businesses, and partners.
The order will help tackle anti-social behaviour and ensure the town centre remains a safe, welcoming, and accessible place for everyone to enjoy.
The PSPO, which will be in place for three years (2026 to 2029), follows a public consultation that showed 84% support for the proposals. Residents highlighted the importance of visible enforcement, tackling anti-social behaviour and creating a town centre where people feel safe to live, work, shop, and visit.
Cabinet member for Early Intervention, Councillor Beverley Murray, said: "We listened carefully to what residents, businesses and visitors told us during the consultation, and the message was clear.
“We will continue to make sure Chorley town centre is a safe and welcoming place for everyone to enjoy.
"The Public Space Protection Order gives us additional powers to tackle the anti-social behaviours that concern local people, while ensuring we take a fair and proportionate approach focused on behaviour rather than individuals.
"Most people use our town centre responsibly, but where behaviour has a negative impact on others, we will work with our partners to take appropriate action."
The PSPO has been updated to address both ongoing and emerging issues affecting the town centre, including anti-social behaviours, alcohol and substance-related nuisance, noise nuisance, begging, illegal encampments, and the misuse of e-scooters and powered bikes in pedestrian areas.
The council has also widened the order's coverage following feedback received during the consultation. Enforcement will be carried out by authorised council officers working alongside Lancashire Police. Those found breaching the order may be issued with a Fixed Penalty Notice as part of a proportionate approach to keeping the town centre safe and enjoyable for everyone.
