Building regulations - full plans application for new dwellings and purpose-built student accommodation
Use this full plans application when applying to Chorley Council for building work that relates to the provision of:
-
one or more new dwellings; or
-
one or more new bedspaces in purpose-built student accommodation (PBSA).
A full plans application allows us to check your detailed proposals against the building regulations before work starts.
Which full plans application should I use?
Use this form for the work described above, including where new dwellings or bedspaces in purpose built student accommodation are created through a conversion or change of use. Submit the below form to BuildingSafetlyLevy@chorley.gov.uk.

If your work does not relate to the provision of new dwellings or new PBSA bedspaces, submit our Standard full plans application to building.control@chorley.gov.uk.
If you are unsure whether the levy requirements apply to your development, see Check if the Building Safety Levy applies.
Why is there a separate application form?
From 1 October 2026, relevant full plans applications must include additional information for the Building Safety Levy.
We have included these questions in this version of our form so you can provide the required information alongside your building control application. This reduces requests for missing information and keeps the two processes together where possible.
Using this form does not necessarily mean you will have to pay the Building Safety Levy.

Complete the form, including the required levy questions, and email it with your detailed plans, specifications, calculations and supporting documents to BuildingSafetlyLevy@chorley.gov.uk.
If the Regulatory Reform (Fire Safety) Order 2005 applies to the building, provide two additional sets of plans.
We will check your plans and consult other authorities where needed. We may ask for changes or further information. We will notify you of our decision, including any approval conditions or reasons for rejection.

You may need to provide further information as your development progresses. Use our guidance for the stage relevant to your application:
Fees and charges
View our Building regulation fees and charges. Non-standard charges are assessed separately.
Most full plans applications have two charges:
-
a plan charge payable with your application;
-
an inspection charge invoiced after the first site inspection.
You can pay by calling 01257 515162. If you apply through the Planning Portal, pay the initial charge there.
Building Control charges are separate from any Building Safety Levy charge. See Building Safety Levy rates and calculation.
